Flood meetings at Burton Joyce
John Clarke, Vernon Coaker and James O'Riordan met with the Burton Joyce Parish Council on Saturday July 21st to decide how best to tackle and reduce the problems facing Burton Joyce due to the recent flooding.
Four main decisions were arrived at that morning:
1 There would be two public evidence gathering meetings in the village on July 28th and August the 18th. It was proposed that the meetings would take between 10am-1pm on both dates. The probably location is the Canarvon Rooms. BJ Parish Councillors would be on hand at these occasions to collate the information. These meetings are designed for local people. This would give local residents the opportunity to feed back their experiences of flooding and to detail whether there were any local solutions to their problems that we could press for. BJ Parish Council will publicise the meeting via a flyer.
2 When evidence is complete a report and action plan would be drawn up with a list of actions to be completed by relevant organisations. Document to be called Burton Joyce Flood Report 2007.
3 We would ask Nottinghamshire County Council to co-ordinate organisations and activities on the action plan.
4 There would be a quarterly monitoring by the BJ Parish Council of the action plan.
A flyer will be coming around the village but please do tell friends and neighbours of the two dates when evidence will be collected

Chicken Farm
Cllr Clarke and Cllr O'Riordan attended Wednesday nights Planning Meeting which was to discuss the chicken farm. We are certainly not happy with the result and would have preferred a deferred meeting given the concerns expressed by local people regarding poultry worries in the UK at the moment. Guidelines are soon to be issued from Government and we strongly feel that the Planning Department should have waited for these.
Highways works in Burton Joyce-update from Council
Dear Councillor O'Riordan,
Firstly I would like to apologise for the delay in replying to you.
Following your concerns a Highways Inspector to conduct a site visit and the following was advised:
Wheatsheaf Court is in the programme for works to be carried out as soon as possible.
Carnarvon Drive pavement (on the right hand side turning off Main street) is agreeably untidy but does not meet intervention levels but will be monitored.
The junction at Church Road, opposite the Dry Cleaners: This has been put forward for funding in the next financial years budget.
Pavement outside the post Office: Land Charges Team have confirmed that this land is not owned by NCC it is private.
The damaged pavement on the left down Trent Lane towards Criftin Road, caused by tree roots is being considered for funding in the next financial year.
Corner of Chestnut Grove: Whilst I can see that it could be a little intimidating for wheelchairs due to its close proximity to the main road, I do however consider there to be a wide enough pavement for access and as such will not be carrying out any improvements at this time.
The pavement between The Cross keys Public house and the Charity shop was not considered to be unsafe and does not meet intervention levels. However the kerbing has been put forward for funding in the next financial year.

Tarmac application update
Concerns have been raised locally about a new planning application from Tarmac with many people under the impression that a new application is due to be presented after Christmas. This is not the case - at least for the moment. I have spoken to Neil Hunt at the County Council Planning Department and this is the latest situation: There has been a meeting at County Hall between Planning and Severn Trent. Tarmac were also present. The discussion centred around restoration work on old quarry workings at the South West Lagoons. The Council sent an order to Severn Trent to complete outstanding work as the Planning application that was defeated in September now meant that Tarmac were not going to do the work as part of that project. The Planning Department does not know whether there is another application coming or not from Tarmac. The County Council's only concern at the moment is that outstanding works are completed. I will update the Burton Joyce Parish Council at its next meeting.
Flooding update
Paul Lockhart from the Environment Agency has updated us with the progress on the Burton Joyce flooding scheme. He states:
The news is good, the Regional Flood Defence Committee approved the bid for funding for work at Burton Joyce. This first funding bid was specifically to deal with the flood risk posed by the Crock Dumble. It was based on the proposal to construct a pumping station to deal with flows in the watercourse when levels in the River Trent are high. It was this smaller watercourse that caused the flooding to properties during November 2000. Now that funding has been secured we will start the detailed design process and we are currently aiming to construct the pumping station during the drier months of 2007.
The Regional flood Defence Committee were informed that this was phase 1 of a larger project to protect Burton Joyce and that a further bid for £1 Million, would be made for works to improve or replace embankment works to improve protection from the River Trent next year. This further bid is obviously still subject to their approval.
This is a great step forward but we still have a lot of work to do. As the design work progresses we will be contacting residents, landowners and other interested parties with further details.
£1000 grant to Burton Joyce:Councillors Clarke and O'Riordan fund repairs Methodist Chapel windows
Councillor James O'Riordan handed a £1000 cheque to Linda Stables and Steven Robinson of the Burton Joyce Methodist Church on Sunday September 24th 2006 to help with window repairs. The cheque was from the joint pot that Cllr Clarke and Cllr O'Riordan have for community groups. The O'Riordan family then stayed for a lovely harvest festival dinner of Shepherds pie and lemon meurange. Many thanks to all those who made the food and showed such hospitality.
Tarmac application withdrawn;deadline set by Labour councillors leads to withdrawl
A three month deadline demanded by Labour Councillors on Notts County Council Planning Committee in May has led to a withdrawal by tarmac of their controversial 4.5 million tonne quarry near Burton Joyce.
Cllr James ORiordan, who is a member of the Planning Committee, raised the issue of the deadline at Septembers Planning meeting at County Hall on September 8th. He said that residents in Burton Joyce had waited long enough for a determination and they wanted a clear and early decision on this application. The Committee was then presented with a letter from Tarmac stating that the company was withdrawing its current application. The letter suggested that they may reapply in the future.
The issue of the quarry has been raised by Cllr John Clarke and Cllr James ORiordan at every opportunity since the councillors successful election in May 2005. The two Councillors released at statement after the meeting vowing to continue the fight against this quarry if another application is submitted in the future. They said: The key questions around flooding and de-watering have not gone away and we will keep these questions in the public domain for as long as it takes.
Deadline expires on Tarmac application for quarry
The long running application for a quarry near Burton joyce looks like coming to a determination. A deadline set by the Planning Committee of Notts County Council for a new application by Tarmac, that would take on board the concerns of the Environment Agency, seems to have expired without a fresh set of proposals from the mining group. Neil Hunt a senior officer at the County Council Council has said that he expects the wishes of the Planning Committee will probably mean that the orginal application submitted in 2002 will be the one considered. We believe this application has not answered vital questions about increased flood risk for Burton Joyce and other areas. We are seeking confirmation of the process from this point onwards from the Chair of Planning, Labour Councillor Sybil Fielding and officers of the Planning Department of Notts CC. We will keep you up to date on this web site over the next few days. The next Planning meeting is on 8th September at County hall at 10.30am. Please come along if you can make it. Update on meeting regarding new road and access
Update on new road and local car access from Feb 2007
Local County Councillors Clarke and ORiordan and Gedling MP Vernon Coaker have met with high level Highways managers asking for some flexibility with the restrictions that will be put on car access when the new road is finished.
The new road linking Morrisons and Burton Road near Carlton Le Willows School is well underway and due to be finished in February 2007. Part of the scheme will see a bus priority on Burton Road and Stoke Lane that will compel car drivers to use the new road. The aim is to improve public transport but it may mean a longer journey for some drivers particularly if they are used to making short journeys from Gedling to Burton Joyce via Burton Road.
We have now received a formal response from Highways Department. They have decided to put the car restrictions in as planned but review the project 12 months after completion. Highways main concern was that flexibility would send confusing messages to drivers about when they could use the road and some drivers would contravene the traffic orders. We are disappointed that this is the decision. We argued the following.
1 A red light camera at the new blockage would prevent drivers from ignoring the restriction and the number of drivers contravening the car restriction would therefore be negligible
2 Cars would naturally follow the new road in any case
3 Good quality signs would encourage drivers to obey the new system
4 Local flexibility would allow local drivers local access at off peak times

We have just applied for a sum of money to help fund new windows for the building. We are hoping to get £1,000.
Planning application from Tarmac
The Planning Committee of the County Council has given Tarmac a three month deadline to submit new proposals for their quarry. This is very good news particularly since the people of the Village have been waiting since 2002 for resolution on this. We believe that the Environment Agency has had reservations about the modelling done on behalf of tarmac and we are hoping that the EA will put reccomendations forward opposing this development on flooding grounds. The end of August is the deadline so we are keeping a close eye on this date.
New handrail
We are pleased to let you know that a new hand rail has been installed near St Helens Grove. This has been put in by the County Council to allow people an easier and safer access to the river in the summer. It gets quite slippy. Many thanks to Cllr Barbara Bowmar from the Parish Council for bringing this to our attention.
Village Hall Appeal
The Village Hall appeal is doing well but still needs a little more to get to the target set of £10,000. We have been happy to contribute a second parcel of money this year from our Councillors intitiative funds to bring our total contribution to £2,000. We are happy to fund this project since the hall is an essential, much loved and busy part of village community life. 3 Villages Gala May Bank Holiday
An excellent afternoon was had by all at the three Villages Gala on Bank Holiday Monday. The rain held off and the crowds could enjoy a lovely afternoon out. Entertainment included archery (thank you to Graydon and Jane for showing me how to hit the target) football, fencing, morris dancing, model aircraft display, falconry, dog display, dancing and lots of events such as pottery art and photography inside the big tent. The chips and hot dogs went down a treat as well as the fabulous cakes and sandwiches and tea. My children enjoyed it thoroughly (Lizzy particularly liked the dog show and Alexander particularly liked the archery) as did we. It is events like this that maintain the village atmosphere. Many thanks to all those who spent such a lot of time organising the day and sponsoring the events. My family and I enjoyed it thoroughly. We are already looking forward to next year.

Dear Cllr Clarke and Cllr O'Riordan
Please find attached all of the threshold levels we have taken in
Burton Joyce and Bulcote. The estimated 100yr flood level with the
schemes for Nottingham in place is 19.54mAOD. Prior to the schemes being
completed the 100yr level is estimated at 19.49mAOD which is almost the
same as the flood bank around the end of the stream at 19.5mAOD. It is
anticipated that no flooding from the River Trent will occur until the
water level exceeds that of the flood bank around the stream.
We intend to extend the threshold survey to incorporate additional
properties on the north side of the main road. When we have these
additional thresholds I will let you have an amended list.

The data is showing the surveyed height above mean sea level (Newlyn) in metres referred to as Above Ordnance Datum (AOD) - with 3 decimal places it is down to millimetres and 2 decimal places gives centimetres.
Threshold is deemed as the apparent level by the front door over which water will pass as we understand it - other measurements may have been shown for rear doors or side doors if access was available.
DPC is Damp Proof Course thus meaning any water above this line will - over the period it is present - slowly seep into the external brickwork and rise by capillary action: this can takes weeks to dry out fully. There may be products to resist that water seepage such as a type of waterproofing paint.
Airbrick means that water will pass through under the floorboards and potentially affect wiring circuits - and take a longtime to dry out,

Successful meeting at Village Hall to discuss flood defences
A very successful meeting took place last night called by Labour County Councillors Clarke and O'Riordan. The event attracted over 80 local residents, Vernon Coaker MP and members of Parish Councils along the River Trent to discuss the impact of Nottingham City Flood defences on Burton Joyce. The Environment Agency made a presentation and local residents and representatives were able to quiz the organisation on their proposals.
A key development was announced during the meeting about a permanent pumping station in the village. When we have more details from the Agency we will post them on this site.
The agency are calling for local people to let them know about any information they have regarding flooding in Burton Joyce in the past and to let them have any photos they may have in their possession. They will be returned. Please contact us if you have any such information. Photos will be returned after being copied.
We are determined that our voice will be heard throughout this process and we will keep the Environment Agency to their word about using this situation as an opportunity to improve Burton Joyce's flood defence not weaken it.
Again many thanks to those 80 people who came out on a bitterly cold night to support the campaign and ensure that the Environment Agency take notice of us as well as the City when making their plans.
We have booked the Village Hall for 7.30pm Feb 2nd 2006 for a meeting with the Environment Agency. They have confimed that they are coming to talk to the people of Burton Joyce. This is a public meeting so please encourage local residents to come along
There is a change to this date. There is a meeting of the Environment select committee on 30th January. The Environment Agency are coming to this meeting. We will update you on any key issues/information.
Funding for new road confirmed
Latest news announced on 22 December concerning new road for Burton Joyce/Gedling
£11.6m transport improvement in Gedling.

Government announced yesterday (20th December 2005) the approval of funding for our £11.6 m proposals to relieve congestion and improve bus travel along the A612 in Gedling.
The scheme, which was given the go-ahead by Transport Minister Karen Buck, will consist of a new 1.2 mile (2km) stretch of single carriage road to provide a new route between Victoria Road (Morrisons), Netherfield and the A612 Burton Road.

It will also include a bus priority route, new traffic light junctions as well as a section of cycle route.
The primary aim of the scheme is to provide a dedicated bus route along the A612 Burton Road by moving existing traffic to the new section of road. It is estimated that these measures will save passengers around ten minutes on their journey time into the city.
Our preferred contractor McAlpine are expected to start work in February 2006, with an estimated completion date of February 2007. The scheme will begin with site clearance, earth works and bridge building.
Junction work wont start until around May 2006 which is when current users of the route can expect to see work in progress.
A new cycle route will run all the way along the new road and link into a proposed route along the A612 providing further options for those travelling into the city.
Cabinet Member for Environment and Sustainability for the Council, Councillor Stella Smedley said: This is fantastic news for both Gedling residents and commuters into Nottingham. The improvement scheme will be a great boost to public transport services in the area.
We realise that there are currently considerable congestion problems in this area and the improvement scheme will go along way to solving these.
It is estimated that there are currently 30,000 vehicles travelling along Burton Road next to Carlton le Willows school each day. With the improvement scheme this will reduce to around 3,000 and will provide substantial environmental and safety benefits.
Councillor Smedley concluded: As soon as plans are drawn up with regards to what is happening and when, we will be letting local people know through a series of adverts, leaflets and radio announcements.

Flood defences up stream may increase risk for Burton Joyce

Flood Defences for Nottingham City and effect on Burton Joyce
A new flood defence scheme for the City of Nottingham stretching from Sawley to Colwick will bring an increased risk of flooding to Burton Joyce. We have contacted the Environment Agency requesting that they come to Burton Joyce to explain how this scheme is going to affect the Village and what mitigating measures they plan to put into our area.
There is a map currently displayed in Burton Joyce library showing the current position regarding flood plain. This is before the new flood defences are completed. When we have the new caluculations we can produce a map showing the post flood defence position.
We are meeting with Burton Joyce Parish Council on 6th December 2005 to talk about these flood defences and the latest position regarding the Minerals Plan. Letter to Nottigham Evening Post
WHY HAVE WE BEEN LEFT OUT OVER FLOOD DEFENCES?

Many thanks to the Evening Post for such a detailed article on the new flood defences for Nottingham (November 23).
Clearly there are considerable advantages to many local people but others will not be so fortunate. Those living in the villages downstream will clearly be put at greater risk of flooding.
The people of Burton Joyce in particular will be disadvantaged by the new flood defences.
In addition we feel that we have not been served well by the present consultation process delivered by the Environment Agency.
The parish council at Burton Joyce, the Burton Joyce Residents' Association and the Burton Joyce Preservation Society were not invited to the launch of the consultation process on November 22, at the agency's Nottingham headquarters. County councillors were informed of the event so late in the day that they could not attend the meeting and only received paper work on the proposal on November 23, the day after the event.
There is already great uncertainty in Burton Joyce Village created by the ongoing Minerals Plan proposals. The Environment Agency has been involved in this long-running process. We therefore expect it and any other agencies to keep local people fully informed of any projects that would disadvantage them. We have written to the Environment Agency asking for a full public meeting so that Burton Joyce residents can assess how the flood alleviation scheme will affect them. We have asked Notts County Council to draw up the latest flood plain maps to show the people of Burton Joyce the possible risks. The manager of Burton Joyce Library has kindly agreed to display the current flood plain map.
We will be holding a surgery on December 10 and will, we hope, have more information by then.
COUN JOHN CLARKE & COUN JAMES O'RIORDAN
The new road joining Burton Road with Colwick Loop Road will effect travel from Burton Joyce to the City
Construction of a new road is due to start in February 2006. The road will affect journeys from Burton Joyce to Gedling Village and on to the City. The work should take about a year to complete. The new road will link Burton Road near Whitworth Drive to the Colwick Loop Road near Victoria Retail Park This should bring benefits to local residents, car drivers and public transport users. Traffic should substantially speed up in the area along the new road and it is hoped that the bottle neck at Shearing Hill will be alleviated.
There is a down side to this however. For some local people particularly those who want to make short journeys near the new road. A new set of new traffic lights outside Carlton Le Willows School and a new set of new traffic lights on Stoke Lane will only allow buses through. Cars will have to use the new road rather than travel along the affected part of Burton Road or along the affected part of Stoke Lane. Drivers can drive up to the new lights but they cannot drive through them. These new lights and traffic restrictions are know as bus plugs.
These bus plugs were part of the conditions for getting the extra money for the new road. Public transport had to be improved to get the funding. It is hoped that buses will be able to get along Burton Road much faster than at present.

A meeting took place at 9.00am before the full Council meeting of Thursday 23 June. The Leader of the Council gave important undertakings to meet with officers and protestors and Cllrs Clarke and O'Riordan to check once more the details and accuracy of information given by officers to members of the Council. If members of council have been misled the Gunthorpe allocation will be suspended. We will let know the outcome on this site.

A meeting has already taken place between Carlton East labour Team Cllr John Clarke and Cllr James O'Riordan and the new leader of Notts County Council Cllr David Kirkham. Our concerns about the development were raised with him and an appointment is being sorted out to bring together the new Cabinet member for the Environment, the Director of the Environment Peter Webster, the Leader of the Council Cllr David Kirkham and us. We will post any significant developments on the web site and a leaflet will be coming our soon outlining progress. We have promised to work closely with your elected Borough Council representatives in Burton Joyce.
Labour Team will work for further consideration of Quarry site
The Election of Cllr John Clarke and Cllr James O'Riordan will mean that the arguments about the proposed Quarry site can be taken to the heart of the County Council. We are both very concerned about the development and will work hard to ensure that the process is investigated properly. Our particular concerns are that flooding and ground instability are more likely after 10 million tons of gravel are extracted from the area. There are other sites which are away from population areas. We will be fighting for consideration of these as alternatives. As we stated at the public meeting of April 14th we want to work closely with local councillors in Burton Joyce to achieve a satisfactory outcome.

The environment around Burton Joyce may be devastated by a new extended quarry site proposed by the Tarmac Company.
The Carlton East team who are opposing the scheme have recently met with local campaigners during a visit by Environment Minister Ben Bradshaw.
The Minister who travelled from London to see the site for himself was fully briefed by Julie ONeill a local Burton Joyce resident and anti-quarry campaigner. Julie from the Burton Joyce Residents Association was responsible for a major submission to the recent Public Enquiry . Increased flooding, more heavy goods traffic and general destruction of the environment around Burton Joyce are the key worries outlined in Julies extensive and excellent report.
Call for Rail improvements at Burton Joyce
The Labour Team for Burton Joyce is calling for an improved shuttle service on the Burton Joyce train line.
A better rail service to and from the villages near Burton Joyce could considerably reduce the number of cars travelling through the village and reduce the rush hour congestion that Burton Joyce suffers every morning and evening.
The tram in Nottingham City has shown that innovative projects can get public support. We now we feel that further investment needs to come from Government and County council to serve the transport needs of Burton Joyce. Residents of Burton Joyce could get to the heart of Nottingham in only 9 minutes if the trains were operating efficiently regularly.

Cycle and footway for Burton Joyce
Nottinghamshire County Council is looking into the possibility of installing a shared footway and cycle path linking Burton Joyce with Gedling Village. This would be a great boon to the residents of both Villages. The A612 is a busy road and a purpose built route for these various groups would bring great health benefits. Ian Howarth a Burton Joyce cyclist says I think this idea is excellent and would be much appreciated.
Additional crossing needed for Nottingham Road
Many residents we have spoken to in Burton Joyce recently have found it difficult to cross the very busy Nottingham Road particularly during rush hour. We will be calling for the County Council to install an additional crossing near Station Road as well as improvements and regular maintenance to the exisiting bollards.
