Labour Councillors win early review of new road restrictions

A long campaign against road restrictions on Burton Road by Cllr Clarke and Cllr O’Riordan has led to an early review of arrangements by the County Council. We have just received a letter dated 22nd June 2007 from Head of Highways (see below) offering an early review to consider allowing access during non peak times.

There are a number of proposals including:
1 Immediate commission of studies into feasibility and costs of access during non peak travel times
2 Commissioning of design work if access is feasible
3 Rigorous monitoring of traffic when the bus plugs go live in August and a “perception survey” of drivers, pedestrians and bus users.
4 All findings to be shared with interested parties
5 Any recommendations to be implemented relatively quickly providing feasibility study and design work are acceptable
6 Only the Burton Road bus plug to be reviewed. Not the Stoke Lane bus plug

This is a major breakthrough and we would like to thank the County Council for listening to our concerns and allowing a full and open debate into the issue which has concerned many local people. Your Labour County Councillors will continue to work hard to make your views known to the Council. We have raised your concerns about the new road and many other issues at the full County Council but will again on June 28th 2007.

Welcome to the fifth A612 Gedling Transport Improvement scheme traffic management and works bulletin. Work on this £11.6 million project commenced in February 2006 and is on track for completion in early 2007. The aim of this bulletin is to keep you up to date with ongoing work, especially where there is an impact to the travelling public.

Traffic Management Bulletins will be issued every two weeks, or just before a major change to the traffic management.

Area Traffic Management Duration
Colwick Loop Road/ Victoria Parkway/ Victoria Road Junction. One lane will be closed on Colwick Loop Road Burton Joyce bound and 2 lanes closed on Colwick Loop Road Nottingham bound (vehicles turning left into Victoria Parkway will be directed around the traffic islands).One lane will be closed on both the in and out bound at the Victoria Parkway junction.One lane will be closed out of Victoria road.A pedestrian diversion will be place at the junction.This Traffic Management is required to continue with ongoing drainage, duct laying and carriageway widening works, major delays expected at all times of the day, at this junction.These works are in advance preparation for the junction alteration works at which time further Traffic Management will be needed, dates to be advised. Completion delayed due to uncharted underground services. Until end of October.At All times of the day and night.To be advised.
Burton Road/Conway Road/Colwick Loop Road Junction Temporary traffic signals, Give and Take to allow for resurfacing and kerbing works. Planned for Dec 06/Jan 07
Stoke Lane Traffic signalled plant crossing at Carlton Town FC pitches.Minor Works for diverting Statutory Undertakers underground and overhead apparatus. Plant crossingWill operate until end of Jan 07.
Burton Road/Whitworth Drive area Delays expected at off peak times.Deliveries of earthworks materials, involving large numbers of heavy lorries turning into and out of the site throughout day – motorists need to take care. Until end of Jan 07.




Works at the Victoria Road junction will unfortunately result in major delays at the Victoria Parkway retail estate and on Colwick Loop Road. These works commenced on the 2nd of July and have been progressing slowly. Unfortunately due the large volume of existing underground services and to avoid disruption of services and injury to personnel we have had to employ hand-digging in this area. To date we have had to deal with unexpected sewers, electricity cables and a large gas main, all that need to be fully investigated and made safe before our works can progress. This means that the work originally planned to last 4 weeks will take at least twice as long.

We are monitoring traffic flows and are continually adjusting the signals to compensate, when possible. However, we suggest everyone using this area allows additional time for their journeys. If possible we suggest that deliveries to the retail units are arranged off peak to help with reducing congestion during the peak hours.

We have made every effort to arrange and co-ordinate these works such that all underground works necessary are carried out to avoid repeated traffic management. These works comprise of drainage, diversionary works necessary for the Statutory Undertakers namely Central Networks (Electricity Supplier) and British Telecom and cabling works to supply the new traffic signals and street lighting. These works are in advance preparation for the junction alteration works programmed for September/October. Similar works on the other approach roads will be necessary once these works have been completed, dates to be advised.

The works are dependent on a number of factors, most notably weather and underground conditions, so the guide dates shown above are subject to change at short notice. When this is the case, we will do our best to publicise this as soon as possible.

Everything will be done to minimise the impact on the travelling public, but this has to be balanced against ensuring the work is done safely. Significant delays may occur at certain times, and we apologise for this in advance. We will endeavour to give advanced notice of any major disruptions by way of this bulletin and through the media.

Update on Meeting with highway department

Update on new road and local car access from Feb 2007

Local County Councillors Clarke and O’Riordan and Gedling MP Vernon Coaker have met with high level Highways managers asking for some flexibility with the restrictions that will be put on car access when the new road is finished.

The new road linking Morrisons and Burton Road near Carlton Le Willows School is well underway and due to be finished in February 2007. Part of the scheme will see a bus priority on Burton Road and Stoke Lane that will compel car drivers to use the new road. The aim is to improve public transport but it may mean a longer journey for some drivers particularly if they are used to making short journeys from Gedling to Burton Joyce via Burton Road.

We have now received a formal response from Highways Department. They have decided to put the car restrictions in as planned but review the project 12 months after completion. Highways main concern was that flexibility would send confusing messages to drivers about when they could use the road and some drivers would contravene the traffic orders. We are disappointed that this is the decision. We argued the following.

1 A red light camera at the new blockage would prevent drivers from ignoring the restriction and the number of drivers contravening the car restriction would therefore be negligible
2 Cars would naturally follow the new road in any case
3 Good quality signs would encourage drivers to obey the new system
4 Local flexibility would allow local drivers local access at off peak times

Councillors call for more road access

Local Labour councillors Clarke and O’Riordan are calling for the proposed traffic restrictions on Gedling’s new road to be peak hours only ie 7.30am-9.30am and 4.00pm-6.00pm Mon-Fri. The so called bus plugs will be in place on Burton Road close to Carlton Le Willows and on Stoke Lane which will only allow buses through. The new road must have public transport improvements built in but Cllrs Calrke and O’Riordan are calling for local access during the day time, evenings and weekend. A map of the new road can be seen below.


The new road will restrict traffic on part of Burton Road and Stoke Lane. The bus plug is a traffic light which lets buses through but not cars. To get to the other side of the bus plug drivers will have to go around the new road.


MAP 1

Construction of a new road is due to start in February 2006. This will bring benefits to local residnets, and drivers and public transport users. Traffic should substantially speed up in the area along the new road and the bottle neck at Shearing Hill should be alleviated.


There is a bus plug as part of the scheme. A bus plug will be a set of new traffic lights which will only allow buses through. Cars will have to use the new road rather than travel as they do now along part of Burton Road. Drivers can drive up to the bus plug but they cannot drive through it. There will be devices in the road which allow buses through the new traffic lights at this point but cars will face a red light.

Part of the conditions for getting the extra money was that public transport would be assisted. As a result of this there are two parts of the highway which will be reastricted to buses by use of this bus plug.

The first restriction is outside Carlton Le Willows School between the two lay bys. This will effectively block the 20,000 vehicles which curently use this part of Nottigham Road. Drivers will be forced to use the new road.

The second restriction is on Stoke Lane.This is designed to stop ran running and ease the passage of buses taking people to and from the City Centre.

These two maps show road systems that are due to affect Gedling over the next few years.

Map 1 above shows work that is due to start early next year. This work includes a road block which only allows buses and cyclists through.

Map 2 below shows work that will happen from 2007/2008 at the earliest. This road is tied in with new housing at the old Gedling Pit.

Map 1 above shows the new link between Colwick Loop and Burton Road. The idea is to improve public transport and free up traffic in the local area. It is hoped for example that the road near Carlton Le Willows will see a drop in traffic from 20,000 vehicles per day to 2,000. Clearly some people are going to be inconveniened by this development and objections have been put into the planning department. Please let us know your views and how you might be affected. Map 2 above shows the bigger picture. A road is due to be built alongside the old Gedling pit site called the Gedling Relief Road. This road will be funded by a variety of bodies including the East Midlands Development Agency. The plan is to have houses built on the colliery site. Clearly this will mean greater traffic flows along Arnold Lane particularly at the top end. We are keeping a close eye on developments although it must be said that this road is several years off.

This is what the Notts County Council web site says about the scheme:

"A new 1.2 mile (2 km) stretch of single carriageway road is proposed connecting Victoria Road, Netherfield and the A612 Burton Road just east of Linden Grove, to the south of Gedling. New traffic light junctions will be built connecting the new road to the existing road network with facilities provided for pedestrians to cross the road. New sections of cycle route will also be provided. The £11.7m scheme will be jointly funded by the Department for Transport (via the Local Transport Plan) and by Nottinghamshire County Council."
